THE BOARD OF DIRECTORS

The Board of Directors is responsible for formulation of policies of the bank and overseeing implementation of the said policies by the Management. The board works very closely with the Management to ensure efficient and effective operations of the Bank.

The Board of Directors comprises of seven members below:

AMB. PAUL M. RUPIA

CHAIRMAN OF THE BOARD


Amb. Rupia holds a Masters Degree in Public Administration from New York University. He served a Secretary to the Cabinet, Head of Civil Service, Principal Secretary in the Ministry of Foreign Affairs, Permanent Representative of Tanzania to the United Nations, Tanzania Ambassador to Ethiopia and High Commissioner in the United Kingdom. He has been DCB’s Board Chairman since incorporation of the bank and holds that position to date. He is also a Board Chairman of Minaki Secondary School Board, St. John’s University Governing Council, and Britain-Tanzania Society and a Board Member at Astra Insurance Brokers (T) Ltd., Credit Reference Bureau Limited, Collection Africa (T) Ltd and Babra Johansson Model Girls School. 
PROF. LUCIAN A. MSAMBICHAKA

VICE CHAIRMAN OF THE BOARD

Prof. Msambichaka, holds a B.Sc. in Agriculture, M.Sc. in Agricultural Economics and Ph.D. in Agricultural Economics from Leipzig University. He is the Vice Chairman of the Board and is currently attached to the Department of Economics of the University of Dar es Salaam as a Professor of Agricultural Economics.

He has served as a team leader in a number of consultancy assignments including IFAD’s Study of Rural Financial Services in 1999/2000, and also CRDB’s Five Year lending programme for Development Finance 1988/89 – 1992/93. He received a Fulbright African Senior Research Award in 1981. He has wide experience in research and consultancy gained from several assignments as a member and as chairman of various project teams. He has also published a number of papers

and books on Agriculture and Rural Development. He is a Councilor of TCCIA Executive Council and a Board member of TCCIA Investment Co. Ltd; a Chairman of Institute of Social Work Governing Council, Chairman of BRELA Ministerial Advisory Board, member of the Tanzania Airport Authority Ministerial Advisory Board, Board member of Business Environment Strengthening in Tanzania – Advocacy Component; Board Member of Tanzania Investment Centre. He is also a Chairman of the Board of FISEDA Co. Ltd and Dunduliza Co. Ltd.

MR. EDMUND P. MKWAWA
MANAGING DIRECTOR

Mr. Mkwawa has been the Managing Director since the bank’s establishment in 2000. He holds a Masters degree in Community Economic Development from the Southern New Hampshire University USA obtained in 2005. He has a Certificate in banking from the Institute of Bankers, London, and a Certificate in Micro-finance from the Economic Institute Colorado, U.S.A. He attended overseas training on International Banking from the Bankers Trust London, and attended workshops in Micro-finance in Indonesia and locally. He is also a member of the Tanzania Institute of Bankers.

He is currently the Chairman of the Pan African Microfinance Association (AFRACA) – Eastern Africa Sub-region, an association of financial institutions involved in providing financial services and microfinance to rural population in Africa. He is also a Board member of Tanzania Mortgage Refinancing Company and Tanzania Social Action Trust Fund.

MR. DEUS N. MANYENYE

BOARD MEMBER

Mr. Manyenye is a country Director of Oikocredit (T) Ltd. He holds a Masters Degree in Business Administration, BA (Hons.) Economics and Post-graduate Diploma in Business Administration.  He served as one of the National Organizing Committee Members of Believe Begin Become (SMEs Business Plan Competition by Google Foundation), and Board Member – Peacock Group of Hotels.  He is also currently a Board Member of SCF (Small and Medium Enterprise Competitiveness Facility). It provides grants to SMEs with the aim to improve international and local competitiveness of food processors in the country. A board member of Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA).
MRS. SOPHIA M. EMESU

BOARD MEMBER
Mrs. Emesu, holds MSc. in Community Economic Development from Southern New Hampshire and a B.Com in Accounting (Hons) from University of Dar es Salaam.
She is currently an Associate Director Operations – Family Health International. Previously she has held various positions including Asst Representative In-charge of Administration at FAO, Head of Finance and Administration at FAO, Project Accountant and Administration at ILO and Auditor at Tanzania Audit Corporation.

MR. LEONARD K. CHACHA

BOARD MEMBER
Mr. Chacha is a Managing Director – INNOVEX Development Consulting. He holds a Postgraduate Diploma in Poverty Analysis for Social Economic Security and Development from Institute of Social Studies of The Hague; MBA in Finance  and Bachelor of Commerce, Finance both from University of DSM.
He is a Chairman of the Board of Directors of Africa Development Consultant Sarl and has previously worked as Public Sector Consultant with  PricewaterhouseCoopers, Audit Associate with Coopers & Lybrand and Management Consultant with Afro-Aid Development Consultants Ltd.

MR. MAKINYA K. MIGETTO

BOARD MEMBER
Mr. Migetto, Principal Economist at Temeke Municipal Council, holds an Advanced Diploma in Regional Planning from Institute of Rural Devt. Planning.
Previous positions held include Planning Officer in the Regional Commissioner’s Office

MR. RICHARD T. MFUGALE

BOARD MEMBER
Mr. Mfugale, Principal Accountant at Ilala Municipal Council holds an Advanced Diploma in Certified Accountancy (ADCA) from IDM Mzumbe. 

Previous positions held include treasurer with Mbeya City Council and Kisarawe District Council, senior Revenue Accountant with Tanzania  Electric Supply co and statistical assistant in the president’s office planning commission bureau of statistics.

ENG. MUSSA B. NATTY

BOARD MEMBER

Mr. Natty is the acting Director of DSM City Council. He holds MBA in Finance from the University of Dar es Salaam, Post Graduate Diploma in Sanitary Engineering from International Institute for infrastructural, hydraulic and Environmental Engineering, Delft, The Netherland and Bachelor of Science in mechanical Engineering from the  University of DSM
 
Previous positions held include City Engineer of the DSM City and Mechanical Engineer of DSM City Counsel since 1995 to 2011, Mechanical Engineer of DSSD [1991-1995] and District Mechanical engineer-Musoma District Counsel [1989-1991]

MR. ALFRED M. MLOWE

BOARD MEMBER

Mr. Mlowe is Municipal Treasurer at Kinondoni Municipal Council. He holds an Advanced Diploma in Local Government Accountancy and Finance from Institute of Development Management – Mzumbe, Diploma in Education (Commerce) from Shinyanga Commercial Institute.

Previous positions held include Revenue Accountant, District Treasury of Mufindi District Council, Chief Accountant DANIDA FUNDED Project (HIMA) and Participated in National Election as ARO.
